The retrofit trap
Most conversations about resilient communities start in the wrong place: an existing suburb, and the question of how to harden it. That path rarely works. Retrofitting a built-out neighbourhood with generation, storage, and a microgrid is expensive, disruptive, and usually stops at a backup generator for the community centre.
The leverage is upstream, at the moment a new development is planned. Resilience designed in from the first drawing costs a fraction of resilience bolted on later, and it can shape the street layout, the rooftops, and the shared infrastructure while they are still lines on a page.
The minimum conditions
A neighbourhood is minimally resilient when it can make its own energy, food, and compute, and keep running when the wider grid does not. In practice that means a small set of conditions working together:
- An islandable microgrid. Solar on every roof, storage at the commercial core, and the switching to disconnect from the grid and keep the neighbourhood powered on its own.
- Local food. Greenhouses and community gardens producing on site, coupled to clean power and, where a data facility is present, its waste heat.
- Local compute. Small, distributed compute sited within the community rather than in a distant hyperscale campus, so capability and data stay close to the people who host them.
- Mixed use by design. Homes, work, research, and production woven together rather than zoned apart, so the place is lived in rather than commuted to.
Each condition is ordinary on its own. The resilience is in the combination, and in the fact that they were planned together.
Why it is a coalition problem
No single actor builds this. It needs a developer, a utility, a municipality, and designers working from the same plan, because the microgrid crosses property lines, the food system needs land and water rights, and the compute needs power and permission. That coordination is exactly what a district framework is for: a shared blueprint that lets these parties build one thing instead of four disconnected ones.
The future of living is not a smart home with a battery in the garage. It is a neighbourhood that was designed, from the start, to carry itself.
