The Innovation Sanctuary is a protected space for high-risk, long-horizon innovation: a high-skill environment where contributors develop and operate with temporal flexibility, AI-standardised onboarding, and self-determined progression. It is governed on a triple-helix model, industry, governance, and education together, and it is deliberately none of the usual things. Not an incubator that graduates cohorts. Not an accelerator that optimises for a demo day. Not a co-working space that rents desks.

For the district, the Sanctuary is how the founder pipeline is built before the buildings. It gives the people doing long-horizon work, the ones who would otherwise trade stability for the freedom to stay opportunistic, a place with shared resources, peers, and a mission worth aligning to.

It also rejects the factory model of a career: founder, scale, exit, investor, ecosystem thinker as a fixed sequence. Those are independent roles, and a contributor can develop toward any of them directly.
